Adobe continues to open up more in the world of Flash. Sure, if you like the browser as an application platform, go for it.
This one's better and doesn't hurt the web any more than anything else unless you, the developer, choose to. You can hurt the web just as badly in the browser without hardly trying.

The specification was already open for flash developers, just not flash player implementers, but they'd reverse-engineered the stuff that's been released already. And there's no information (let alone a spec) about how actionscript and flash are supposed to interact, which is the missing piece of the puzzle.
